About

Caitlin Howley has over 15 years of experience leading summative and formative social science research and program evaluation studies, including quasi-experimental, multi-level, longitudinal, and case study investigations. She is currently a Senior Manager for Education and Research in the ICF International Charleston, West Virginia office. Her current work includes research and technical assistance for the Regional Educational Laboratory Mid-Atlantic and the National Laboratory Network, and evaluation for the Children's Bureau, the Texas Education Agency, several college access and success programs, and two community college improvement programs in the Appalachian region. Previously, Howley served as Associate Director of the Appalachia Regional Comprehensive Center and Director of the Rural Education Center at Edvantia. In earlier capacities, she directed evaluation for the Appalachia Eisenhower Regional Consortium for Mathematics and Science Education, provided evaluation services to the Region IV Comprehensive Center, and served as a Research and Evaluation Specialist with the Appalachia Educational Laboratory. Additionally, Howley has evaluated a wide variety of education, social service, and technical assistance programs and has conducted research for education vendors, college access programs, statewide education funds, legislative research entities, and research centers. Her research interests include rural education, Appalachia, and social stratification. Howley's work has appeared in such publications as the Journal of Appalachian Studies, the Journal of Research on Rural Education, the Peabody Journal of Education, and Educational Foundations. Her dissertation, Remote Possibilities:  Rural Children’s Out of School Activities and Educational Aspirations, won the 2006 Outstanding Dissertation Award of the Rural Education Special Interest Group of the American Educational Research Association. More recently, she and co-author Kimberly Hambrick won the 2010 Howard Dawson Best Paper Award from the National Rural Education Association for their paper, "You Can’t Get There from Here: The Hollowing Out of Rural North Carolina."
